1. Verify R04F candidate and failed R04G evidence.
2. Copy safe files byte-for-byte into neutral temporary directory.
3. Rename only the blocked publication-state.env transport name to r04g-publication-state.txt.
4. Publish as step-report using the unchanged live publisher.
5. Verify SHA256, current-kind count, HTTPS files and rollback state.
