R07 starts from the first incomplete operation after R06 external HTTP verification.
It does not repeat snapshot, target core, target installer, Machine Git, source/model/methods/plan/post publication, router-machine-close or history repair.
After step-report publication, any failure is written into the same current report directory. No second STOP report is published, preventing the verified report from being displaced into old/.
No direct canonical extension is used as an HTTPS PASS criterion; directory index and HTML aliases are verified instead.
