R08 is a publication-only lineage-aware finalizer. R06 already committed the history collision repair and verified all R16 runtime and canonical artifacts.
The publication host returns HTTP 403 for direct canonical report files such as report.txt, facts.json, verify.txt and rollback.sh. R08 therefore preserves canonical files locally while exposing and verifying HTML aliases.
