P23C R08 is a post-core continuation.

R07 already completed semantic source core and explicitly reported:
- CORE_CHANGE_COMPLETE=true
- SOURCE_CHANGED=true
- SOURCE_ROLLBACK_STATUS=not_required
- BACKEND_RECOVERY_STATUS=PASS

Therefore R08 must never roll back or repeat the accepted source change. It performs only retained-evidence validation, read-only live verification, Machine Git close/publication and postcheck.

If R08 stops before or after Machine Git close, do not delete the accepted Domain V2 source files and do not restore the old admin.py. Continue from the retained accepted source state.

No live database rollback exists because R08 performs no database/schema mutation.
